總則

    加拿大美術家協會（以下簡稱美協）是加拿大政府註冊，旅加華僑、華人美術家為主組成

的非谋利藝術團體。皆在聯繫全球廣大美術家、美術工作者、美術愛好者的橋樑和紐帶，是華

人文學藝術界聯合繼承、傳播、弘扬中華民族傳統文化藝術的團體。美協是在適應美術國際化

的前提下，為促進世界文化藝術交流而誕生的一個全新、充滿活力、具有相當權威性的社會團

體。

    第一條、美協以堅持文藝為人類服務，為社會服務的方向，堅持百花齊放、百家爭鳴方

針，考察、研究中國與世界美術歷史，為創作尋求新的源泉，致力於繁榮昌盛世界美術文化事

業，為全面建設和平、自由、民主、平等、和諧、文明的世界服務。

    第二條、美協遵守國家憲法、法律、各項法規、法令，遵守職業道德。

任務

    第三條、美協最廣泛地吸納和團結世界華人美術家、美術團體及美術愛好者。

       第四條、美協致力於組織、激勵美術家、美術團體及美術愛好者開展美術創作，加強美術

學術研究、理論探討，舉辦美術作品展覽和評選編輯出版美術畫冊、著作，實施美術教學、培

訓等，開展多種文化艺术活動。

       第五條、美協加強與美術家、美術團體及美術愛好者聯繫與交流，積極發展促進世界各地

區華僑、華人美術家、艺術團體及美術愛好者的友誼，密切聯繫、加強合作、為弘揚中華民族

優秀文化藝術貢獻力量。

    第六條、美協致力於促進世界各國美術文化交流，展开互研、互访、互展、互学活动扩大

友情往來，增進各國人民友誼，努力為世界文化艺术及和平事業的發展作貢獻。

組織

       第七條、美協的組織原則是民主集中制。美協最高權利機構為會員代表大會。

其職責是：

　　1、決定美協的工作方針和任務；     

　　2、審議工作報告；

　　3、制定和修改美協章程；

　　4、選舉產生領導機構；

　　5、決定其他重大事項。

    第八條、根據需要建立必要的工作機構

    第九條、美協設主席團，主席一名，副主席四名常務理事九名（包括主席副主席，根據情

況常務理事可增減。）、理事若干名。 常务主席不在崗位時，由第一副主席主持工作。

    第十條、美協代表大會的個人代表，由各團體會員按照一定原則，組織當地本會會員通過

民主協商，選舉產生；代表大會的團體會員代表，由各團體會員從主要負責人中，通過民主協

商，推舉產生。在代表大會期間，由理事會負責執行代表大會的決議。理事會閉會期間，由主

席團負責執行代表大會和理事會的決議。（见“細則”）

       第十一條、 美協下設：組聯部，宣教部、美術部、詩詞部、書法部、篆刻部、展覽部、書

畫展銷部、書畫裝裱部、財務部。（见“細則”）

會員

    第十二條、美協實行團體和個人會員制。

    第十三條、會員申請入會條件。

團體會員

    凡經各主管部門批准成立的美術組織，在本部門積極發揮作用，在美術工作領域有一定成

就者，只要認可協會章程，符合入會條件，均可申請成為協會團體會員。

個人會員

    凡是從事專業美術工作，或從事美術相關工作，有一定成績的人員，認可協會章程，符合

入會條件，均可申請入會。

第十四條、申請程式與報送相關材料。

１、年滿十八歲及已上者方可申請入會。提交入會申請，附本人二張一寸免冠標準彩色照

片。

２、填寫入會登記表。

３、從事美術工作人員要提交1 幅書、畫作品、雕刻、或詩詞、對聯等作品（如未被批准入

會，退還原作），如獲獎、發表的作品，提拱相關證明材料影印件。

４、從事美術理論，學術研究人員，提供相關的文章，著作及其發表的刊物。

５、從事美術活動組織工作的人員，提供組織工作的相關業績材料。

６、國際友人在同等條件下優先。

 ７、有重大成就或有影響的人員，經協會領導成員在申請表上簽署意見、簽名，可直接向協

會申請。

    第十五條、審批辦法：凡申報材料均報協會組聯部審核，報常務理事會批准。

權利與義務

    第十六條、會員有參加協會各類大型活動、對協會工作提出批評、建議的權利；有執行協

會有關會議決議、維護協會權益、按時交納會費等義務。入會自願退會自由。退會應在兩個月

前提出申請，經批准方可離去。

    第十七條、凡入會的會員需繳納“會員證”工本費、藝術檔案電子版製作及入網費、相關

各種手續費，同時交納一年會費。款到後一周內辦完相關手續，並寄回精美的《美協》會員證

及有關資料。（詳“細則”）

    第十八條、美協維護會員正當權益，積極為會員創造展示才藝的機會，參加國際等大型活

動賽事，為能者創造成名的良好空間；在協會開闢的雜誌、傳媒上對優秀會員進行推荐宣傳、

展示。

       第十九條、本美協的網站全面展示所有會員的簡況，並可以協助會員在協會的網上及世界

有關連鎖店代理銷售書畫。

       第二十條、會員可以根據自己的實力，成為本協會理事、常務理事、副主席等協會职务並

享受相應的權利、義務。

       第二十一條、會員因違反本會章程，按情節輕重，美協理事会會討論決定，給予批評教

育，暫停會籍，直至取消會員資格的處分。 

經費

    第二十二條、美協經費來源：會員會費、聯邦政府及社会贊助。

    第二十三條、美協經費必須用於協會業務和事業的發展。

    第二十四條、美協建立嚴格的財務管理制度、保證會計資料真實、準確、完整。

附則

       第二十五條、本章程報聯邦政府主管部門批准備案。

    第二十六條、本章程修改需經上級主管部門審核批准。

    第二十七條、本章程解釋權屬本協會。

    第二十八條、版權所有加拿大美術家協會。本會駐地：加拿大卡爾加里。

General

1） Rocky-Mountain Artists Association of Canada (hereinafter referred to as the RAAC) is registered with Government of Canada, for increase communication of Chinese artists and arts groups in Canada. It’s the connection of the world's artists and art workers, art lovers and also a link bridge to joint Chinese literature and art, a group to  inherit, transmits, carry forward traditional Chinese culture to the whole world. RAAC is a new born dynamic and authoritative social group, adapting with the needs of international situation, and promoting world cultural within international community.

2）RAAC insists using art to serve humanity and whole society, approaching, studying art history of China and the world in order to seek new sources of creativity, commitment to the prosperity of the world's arts and cultural undertakings, in order to create a comprehensive peace-building, freedom, democracy, equality, harmony and civilized world.

3）RAAC will comply with the country constitution, laws, regulations, decrees, compliance and also the professional ethics.

Mission

4）RAAC will gather worldwide group of Chinese artists, art groups and art lovers.

5）RAAC is committed to organizes and inspire art groups and art lovers to carry out artistic creation, to strengthen the art of academic research, theoretical discussion organized art exhibitions and selected album art editing and publishing books, Carry out a variety of cultural activities by art teaching and training.

6）RAAC for cooperation with artists, art groups and art lovers links and exchanges, and actively develop various regions of the world of overseas Chinese, Chinese artists, art groups and art lovers friendship, maintain close ties and strengthening cooperation, in order to carry forward the Chinese nation contribute to cultural and artistic excellence.

7）RAAC and ASEAN countries in the world committed to promoting art and cultural exchanges, and expand friendship exchanges, enhance friendship among peoples, and strive for the cause of peace in the World Cultural and contribute to the development.

Organization

8）RAAC is the organizing principle of democratic centralism. Association for the Rights of the RAAC and the highest body for the Congress.

Its role is to:
1, decided to approach the RAAC and the Society's work and tasks;
2, consideration of the report;
3, the formulation and revision of the RAAC Constitution Society;
4, elected leadership;
5, decide on other important matters.

9）RAAC in accordance with the need to work to establish the necessary institutions

10）RAAC Association for a Bureau executive director, director of a number.

 Corporate members

     Where the competent authority of the established art organizations in this sector to play an active role in the field of art work have a certain success, and as long as the Association recognized, in line with the membership conditions, the Association may apply to become a member.

Individual members

     Those who engage in professional art work, or engage in arts-related work, there are some results of the staff, recognized Association in line with the membership conditions, may apply to become members of the Association.

15）The application procedures and submit the related materials

Individual members

     1, to submit an application for membership, with my standard 2 inch of hat color photos.

     2, fill out the membership registration form.

     3, engaged in art staff to submit a book, painting works, sculpture, or poetry, couplets and other works (if membership is approved, refunds of the original), such as the award-winning, published works, copies of relevant documents.

     4, engaged in art theory, academic researchers, to provide relevant articles, books and journals published.

     5, the activities of organizations engaged in the work of art to provide the organization of materials related to performance.

     6, international priority under the same conditions.

     7, have a significant impact on achievement or the staff, led by the association members to sign the application form to the views of signatures to apply directly to the Association.

16）Procedures for examination and approval: Where to declare materials group together at the Department of Audit Association, reported that an executive director of the Council for approval.

17）The Association members to participate in various types of large-scale activities, the association criticized the work of the proposed rights; have to implement Resolution Association, the Association to maintain the rights and interests will be fees to pay obligations on time.

18）Where membership of the Member required paying "membership" fee, artistic production and the electronic version of the file access costs, related to a variety of charges, at the same time the next one-time membership fee to pay. 21）RAAC members according to their own strength become a member of the Association, executive director, Association Vice-President and other leaders and enjoy the corresponding rights and obligations.

22）RAAC member being in violation of the constitution, according to the seriousness of the case by leading members of the Association to discuss the decision to give criticism and education, to suspend membership until the membership cancellation penalties.

Funding

23）RAAC Association for the establishment of strict financial management system to ensure that accounting information true, accurate and complete.

Supplementary Provisions

24）The charter approved by the competent authorities at the government filing. Confirm information integrate.

25）Amend the Constitution subject to the higher level department in charge of examination and approval.

26）The RAAC Constitution explains the rights of the Association.
